Yes There is a store in West End where you can buy all the supplies you mentioned.
It's probably best to stop there on the way to your lodgings in either West Bay or West End upon your arrival. Check out Seagrapes as they have room fridges : http://www.roatanet.com/seagrape-hotel-f.htm
West Bay has no stores.
