Dear Suellen Slater,
of cause there are busses from and to the airport. I donīt know there schedule but it should be possible to find it out.
15 to 20 US Dollar is far to expensive. 5 to 10 Dollar usually if you take a taxi on your own. if you gotogether with other people, you can share cost.
But the Airport is rather far away from the city so there is not really time for do sightseeing in San Pedro. There is not really much to see within a view minutes. San Pedro is an industrial city.
If you are not travelling alone and not scared of getting dirty shoes you could try to get a walk trough the fields opposite to the airport. I enjoyed it. I saw some donkeys, a farmer, blackbirds and head a refreshing tropical rain on my head. It was very nice after the long flight Farnkfurt over Madrid to Miami (Waiting in a closed violet painted transit room without windows) But you should have checked in your baggage allready :-).
