I lived in the West Bay area for six months and enjoyed it, but I was up the hill on the ridge. A lot of nice people live in West Bay.
Anywhere in Roatan you will find a social scene in my experience. Roatan is great in that you can find a comfortable group no matter what your budget as well, since the communities range from very low cost to more expensive. There also isn't a lot of snobbery on Roatan. One of the wealthiest people I know there is a real down home type of person who I spent quite a bit of time talking to about solar energy before I even realized he had more money than I ever would.
You don't say what nationality you are, but there are people from Europe, the UK, the US, some from South America, Canada, other Central America, mainland Honduras, a few from Africa and maybe an Aussie or two. It makes a nice multinational mix.

I also lived in an islander community where I was the only gringo and made some good friends there. That was in 1995 when I came to Roatan to live the first time. The islanders were very patient with me as I did silly things, like use WAY too much of the community water one day by accident.
One area that fascinates me is the East End, since I have never lived there. I have had friends who lived in Oak Ridge and they seemed to really enjoy it. When I'd visit, time seemed to take on a little different quality there on the key-a sort of suspension of time, if that makes sense.
