Once you have residency, all banks will allow you to open an account. If you don't have residency, you might try Banco Futuro.
Last time I opened an account, there was a $500 minimum initial deposit for a dollar account and a 1,000 lps. deposit for a lempira account ($60).
Personally, I've always liked some of the people at Banco Atlantida in French Harbour, but the lines can be brutal. Once again, I would recommend Futuro for that reason and the people there are also nice. The downside to them is they are located only in French Harbour and that can be a drive from West End.
There is also an off-shore bank on Roatan that is affiliated with a bank in the US. They've told me that they don't advertise their services and only take referrals from existing customers at this point, but if you think that would be a good fit, contact me off list.
