Legally? No, I don't believe so. You would get away with it for a while though. Possibly long enough to complete a project, but between the local contractors, and ex-pats who have gone the frustration route, you would be revealed. To what consequence I don't know.

(In my opinion) The quality of work is better in this area than the other trades.
