You can get married with a Notary attorney or with the Mayor's office, probably you will get better service with the Mayor's office. You can also arrange to have the city officials come to your resort or other location.
Many resorts offer wedding packages which are probably well worth the money, and then they handle the lawyer or city officials, and do some flowers and things too. I know that Anthony's Key Resort does that and Paya Bay also.
If you want the up to date requirements from the horse's mouth, you can call the Municipality, and they should be able to give you all the information about requirements in English.
