If you are staying in West End, I found it easier to just use one of the two internet/phone service places. We were there in July. They each charged $1.00 per minute to call the states. I found this very reasonable, considering that I was calling home to check on teenagers that were home alone. I called home every evening, except the one day that the phone lines were down. I had told my family to expect that, so no one was worried. Not sure how much good a phone card will do you - there's not an abundance of phones - it's not like there are phone booths on the corners!
