I still say that Sandy Bay has the best snorkeling. It's better than West
End and West Bay because you don't have to deal with all the boat traffic to get
to the reef. You can stand up about 95% of the swim to the reef and at the
reef as well. I did it recently and saw just as many fish and sea life on the
reef as I did diving. Early morning and late afternoon is the best time since
the fish are coming back to the reef to sleep for the night or they are just
waking from their night time rest. The beach is also so beautiful in many
places in Sandy Bay. Sandy Bay is in the middle of the marine reserve and
snorkeling there is so great since the reef goes all the way to the surface of the
    water.

There as several nice places to stay in Sandy Bay on the beach, as well,
including Judy's Fantasea. Most of the places in Sandy Bay are less congested, as
    well.

Where ever you may choose, remember the reef is protected, so no touching,
standing, or removing of shells. Keep our reef the great work of beauty it now
    is!
