I have had occasion to battle sand fleas, mosquitoes, etc... and came up with solution that works to prevent them from attacking and be used attack back. Use lemon Pledge furniture polish. It is cheaper than insecticides and is not harmful. You can kill thousands in a minutes. The furniture wax sticks to them and they can't fly or jump. The Lemon smell confuses them. I know it sounds crasy but try it. I used to use WD40 and it works but Pledge smells better ( My wife doesn't complain I smell like diesel) and it atomizes better.
