We just got back from Roatan yesterday and made the same trip you are looking to make.
We made the trip from both directions. From West End, the mini bus was 10 lmps. per person to the A.K. access road. On the way back we didn't even make it to the base of the hill before a cab found us and after a little haggling, got it for 30 lmps. (plus tip) to West End. For the bus from A.K., just wait by the side of the paved road (up the hill) and flag one down headed to West End. That seemed to be the accepted way to get on the bus- just flag it down.
The bus we took from West End never really went over 20 mph, so it took a little time to get to A.K. The cab on the way back took about 5-8 minutes, or so it seemed.
Granted, we've only been there once. We might have just lucked out, but it was super easy to make the trip. The bus route was a little hazy for us at first, but a nice local kid on the water taxi was heading in the same general direction we were and helped us out.
As far as times, we traveled during the day. I don't know what it's like at night.
