    Shirley,
    My wife and I have been bringing our children to Roatan for 3 years now and
    from time to time one of us will come with one or both of the children at a
    later date. We ALWAYS travel with a notarized and also witnessed by two
    witnesses letter stating that acknowledgement and permission is given for
    the travel. If not they could not let you leave the country of origin. Hope
