The Bay Islands is an excellent place to learn to dive. There are many excellent dive shops in Roatan and you can find a listing for the at: http://roatanet.com/listing/roatan-diving.php (A favorite of mine is Ocean Connections, also listed on the above sight.) The prices for courses from one shop to the next are just about the same in West End (Roatan)) Most dive shops listed have their own websites and a 'contact' form which you can access from within each website. You usually do not need a reservation. I would encourage you to visit a few dive shops once you arrive. Talk to the people, check out the shop, and find the place where you feel most comfortable.
Also, you can check out accommodations at: http://roatanet.com/listing/roatan-hotels-resorts.php There are many budget rooms available in the West End settlement. Seagrape Plantation Resort has become very popular with backpackers, dive instructors and visiting teachers. They are listed in the above website. Most budget rooms do not accept advance reservations and are available on a first come basis. I know, with Seagrape, if you have dates in mind, you can e-mail them (there is a 'contact' form on their website) to see if they show availability, but I don't think they will make a firm reservation. (They will for their hotel rooms and cabins, but not the budget rooms.)
