This is what's necessary in a country that lacks a vigorous press insuring an informed public. That's also why Honduras continues to be rated one of the most corrupt nations in the world based on [low] ratings of "transparency." Another word for transparency is accountability and without an informed public there is can be no meaningful level of accountability.
