This was a very unfortunate, sad thing to have happened - the owner of the hotel, (the guy who shot the policeman), was warned more than 4 times not to use weapons as a means to get his point across. He was a hotel owner, and he pointed his gun at guests more than a few times - this is just not the best way to do business. Anywhere. He was warned that his business permit would be revoked if he continued to act like this - the police and municipal should have done something about him ages ago. Then again, hindsight is always 20/20...
This is not a killing spree, and the police didn't 'beat him to death' - this is just a sad case of a man who had issues (albeit serious ones), and a system who wasn't equipped to stop him.
