I saw someone comment about a system (i.e. Roatan law enforcement ) that was not equipeed to handle this type of situation.
The sad thing is that the same problem exists in the U.S. and probably everywhere. Always a ton of warning signs about these types of folks but you can't really do anything until they really break the law. Sad fact of life.
Unfortunately it typically ends up just like this scenario. The U.S. mainland is full of these types of tragedies.
