    I believe the majority of the money goes to the
    central government as it comes under port fees. How
    much no one is saying and most likely will never say.
    I know there has been some contention as to how much
    the municipality is receiving as their share but once
    again no one is saying. I have never seen a published
    record of the municipalities budget nor a annual
    report of expenditures. However the accountability
    there is at best haphazard,as most documents and files
    are stacked up on the floor or on top of file cabinets
    or loosely thrown in drawers or simply gone.I am
    curious if there is any accounting going on at all and
    if there is any record of it. Does anyone know?
