    Hi Bob,
I've not stayed at FI but am somewhat familiar with their
    operations. Hope this helps:

Shore diving from FI is easily accessible. The resort is on one side
of a litte cove, with CoCoView Resort on the other side. A fabulous
wall extends on either side of the cove. In the middle of the cove
it is a sandy area with an old ship sunk, the Prince Albert. It is a
nice dive by itself; what most do is go check out the ship a little
then head over & dive along one of the walls. I have been told that
there is one small inconvenience - it is a few minute walk from the
dive gear room to the entry point. No problem if you're in good
health but if schlepping your gear is a problem they will do it for
you (but you might have to wait a few minutes for an available
employee to get your gear to the entry point).
    >What is the length of time of boat ride to dive sites and cost for a
    >2 tank boat dive?
Most of the sites are pretty close, some as close as a few minutes.
Most no more than 20-25 minutes. That's one of the big appeals to
Roatan - no hour+ boat rides.
    >Having been in cozumel "el norte" shuts down the dive boats is this
    >common in roatan?
It is pretty unusual for things to be shut down on Roatan. The
island is wide enough & high enough that things are usually safe on
whichever is the leeward side at the time. Most all of the resorts
have arrangements with a friendly competitor on the other side. If
things are rough on the South shore they might bus you to the north
shore & have the boats meet you there.
    >What is the food like at the resort is it local or americanized?
Can't help you here, I've not eaten at the resort. But the beers are
    local. ;)
    Enjoy your trip,
    Gregg
