Hi all, This is a slightly revised version of the highlights of the interview with Commissario Jorge Carias that took place this past Wednesday. The interview with Commissario Jorge Carias went very, very well. The interview took place at 1 pm at the Magic 107.7 FM studios just west of French Harbour. That evening, the interview aired several times on Televialma Cable Ch 35 seen in Coxen Hole-Sandy Bay starting at around 6 pm. Then on Thursday, the interview aired on Island Cable 55 several times.
It was by far the most positive, encouraging conversation I have had with any of the police since I started the shows. Major positive steps have been taken and more initiatives are soon to be put in place that will make everyone on Roatan feel more secure.
The current Commissario, Jorge Carias, is a caring, responsible, well educated police official who has been trained around the world. He cares about the entire community and has made a commitment to do whatever he can to influence the police under his command to become better and more caring officers.
Here is what I learned from the Commissario:
Recent offenders have been captured who have caused many of the crimes in the East End and West Bay and others are been sought. As reported in the Spanish press this past week, under age criminals who are committing so many of the crimes with one or two older criminals will soon be dealt with instead of instantly being released. This is a major change in the way things have been done in the past. As a result, the crime rate has decreased dramatically in the last month or so.
Canaturh Bay Islands and other community groups are coming together to help install a new radio communication system FOR the police. Mobile units in police cars and police stations as well as radios for patrolling officers will soon be a reality. Officers will soon be able to communicate with each other from wherever they are on the island, give or take a mountain or two. This will replace the limited service cell phones they now use at their own expense.
There will soon be a new police station built for The West End and West Bay. Land has already been set aside at a location soon to be announced. This will greatly reduce the reaction time after a crime has been reported on the West Side of the island.
A new *199 emergency police telephone number has been created and in use recently. Radio ads have been airing to support this effort on Magic 107.7 FM. A bi-lingual person has already been commissioned to work at the police station answering phones and taking complaints or reports of crime. Community members can now call if they know anyone committing crimes without worrying about retribution. The police need the help of the community to locate those breaking the law.
The Police Commissioner stated on the show that officers not doing their jobs or not focused on serving the public have already been released and others will continue to be released in the future. His goal is to improve the relationship between police and the community.
The Ministry of Security in Tegucigalpa has promised much more support in the future. In the immediate future, four additional prosecutors will soon be on the way to the island replacing the one or two that have not worked out for prosecuting criminals. Another top crime investigator will soon return who had previously done a great job while here before. In addition, the police force will double in the next two years.
New Community Security Groups have been established to continue to bring together the efforts of the police with support from specific community leaders knowledgeable in law enforcement. One resent result from these efforts has been specialists from the United States coming to the island giving seminars on crime investigation and evidence gathering. These and other experts in law enforcement have committed to coming to the island in the future to continue their efforts.
As you can see, great strides have been made and there is much more to do.
