    Dear Ana:

    Thank you for the "elegant Letter" invitation from the
    Governor.

    Would you please clarify for me what is mean't by the
    phrase "Condoned External Debt Funds"?

    I know what "funds" are, I know what "debt" is, I'm
    guessing that in this situation, "external" means the
    borrowed funds are coming from outside the country,
    but I am confused by the usage of the word "condoned".
    None of the meanings from the dictionary seemed to
    apply.

    What are we talking about? an IDB loan? World Bank?
