    Hi Ted,

Ok.- Maybe there was a typo on the letter from them. I think he meant
"condone" which in the Webster's Dictionary means "to forgive", "to pardon
    or overlook voluntary".

Anyways so you and the rest of the group can understand what is going on
    here is a brief explanation:

When the G8 summit took place(back in July 7-England), it was on their
agenda to "pardon" the external debt of some of the poorest countries, among
them Honduras. G8 forgave a debt of $2,500 Millions of the Honduras'
external debt. This "funds" must be used towards "improving" the level of
poverty in the country, improving the agriculture farming for the poorest
farmers of the country and so on. In order to make this a reality, a
Commission was set up to oversee that the destination of such funds is the
intended one and not the pocket of someone else.

Therefore, this commission is setting up meetings around the country to hear
what the people have to say and/or suggest where the funds should be
invested in their own communities, in this case Roatan.

I do hope this clarifies your questions.

    Best Regards,
