Someone had mentioned at one time that there is now an ATM in West End. In my experience, ATMS are perfectly safe to use. Roatan has several ATMS in Coxen Hole that are good to use. If you can't use an ATM, because they are sometimes out of order, Banco Credomatic allows you to receive cash advances on you Visa card.
